Galveston, Passed in the Years 1856-157, 81.
"'That is shall not be lawful for any person to divest himself or
herself of his or her clothing, or expose his or her naked person, on any of the wharves or docks, or on the gulf shore...between the hours of sunrise in the morning and sun set in the evening, for the purpose, or on the pretense, of bathing...' Violation brought a maximum fine of $20, but if the person was a slave up to 39 lashes. The statute ended with, 'Provided always, that nothing herein contained shall prevent white persons from bathing in the gulf at any time, if they shall use and wear a suitable and proper dress for bathing in.'"
